MISSION

Harbor Wing Technologies, Inc. is a prime contractor under the SeaPort Enhanced (SeaPort-E) procurement. Through this contract, Harbor Wing Technologies supports the Navy Virtual SYSCOM (VS) Commanders (NAVAIR, NAVSEA, NAVSUP and SPAWAR) and responds to competitive solicitations requesting Engineering, Financial, and Program Management support services.

TEAM MEMBERS



TSM Corporation

Certain corporate-level functions such as procurement, contracting and production will be outsourced on a transition basis to subcontractors with proven track-records in those areas.  A key provider of services is TSM Corporation, with whom Harbor Wing has had a long and mutually successful corporate relationship.  We will draw upon TSM’s expertise to build an effective Seattle-based procurement office by identifying and training qualified Harbor Wing personnel.  TSM will assist us in setting up the Hawaii assembly facility and selecting and training its personnel.  TSM will also be contracted to perform quality control, reporting to Harbor Wing’s procurement office.  Our confidence in TSM is based upon its performance of these functions for other, similar-sized defense contractors. 

Navatek, Ltd.

A Hawaii-based industrial/commercial designer of innovative, advanced multi-hull vessel forms and lifting bodies with extensive established Navy and other government contract relationships.  We are exploring co-development of highly fuel-efficient commercial vessels, ferries and small cargo vessels employing our WingSailTM technology to provide computer-controlled supplemental wind propulsion.

QUALITY ASSURANCE



Harbor Wing Technologies, Inc. (HWT) has been able to successfully monitor and maximize quality using a streamlined, functional method thus far because of its relatively small organization. The project manager continuously reviews work in progress, and is able to take a hands-on approach in evaluating and selecting products and services used on our project. Specifications for parts, components, and assemblies are prepared in advance by the engineering team. During the procurement phase, alternatives for commercial off-the-shelf items are identified, and selection based on those items that meet or exceed specifications. Components that are fabricated are again first defined by engineering specifications, then measured and tested both during construction and at completion to ensure compliance.

After intensive government technical and contracting office evaluations, Harbor Wing has been awarded Prime Contractor status by the Navy under its acquisition-wide Seaport Enhanced (Seaport-e) Multiple Award Contract, the Navy's multi-year performance-based contract vehicle. Through this contract, Harbor Wing Technologies will support the Navy Virtual SYSCOM (VS) Commanders (NAVAIR, NAVSEA, NAVSUP and SPAWAR) and respond to competitive solicitations requesting Engineering, Financial, and Program Management support services. Harbor Wing has also received approval from the Defense Contract Audit Agency (DCAA) to conduct cost-based performance work for the Department of Defense.
